Beating up on ONC, usually the unjustified

(apparently as I can not find the transcript), a costume was beating up on the poor people in ONC to reduce the barriers to meaningful use. Here's Jonathan Hare of upstart privacy/identity/network vendor resilient explain that things are not hard enough.
